The position holder will be responsible for all aspects of technical and operational programme management in order to optimise programme performance and outcomes, and supervise the implementation of the programme. S/he will be responsible for designing and reviewing programme intervention in Nigeria, systematic monitoring of programme results against targets and work plans, development and operationalisation of programme standards, and employing data for decision-making and course correction. S/he will ensure programme effectiveness and cost efficiency through appropriate human and financial resource management.

Responsibilities

  • Lead and/or support the development of technical scopes of work for new funding proposals.
  • Facilitate knowledge and information sharing of national and global issues and developments relevant to programming, including from other countries, among project team.
  • Support the development and implementation of site-level activities. Conduct routine supportive supervision, mentorship, and monitoring of site-level activities, and oversee monthly analysis of supportive supervision results and other technical assessments.
  • Work with programme and monitoring and evaluation (M&E) staff to routinely review Quality Assurance/Quality Improvement (QA/QI) programme performance reports and identify data-driven quality improvement activities, capacity building and training needs, and develop capacity building and implementation plans to address gaps.
  • Lead project review meetings and provide proactive updates on project performance.
  • Collaborate and support M&E Officer to ensure data and reporting quality.

Educational Qualifications

  • A degree or its equivalent in clinical science, nursing, public health, public policy, social science, or related field or related field

Knowledge, Skills and Experience

  • Minimum of 10 years’ field experience in public health work with a focus on Reproductive Maternal Newborn and Child Health (RMNCH), HIV/AIDS programming, and/or primary health care (PHC)
  • Strong technical knowledge of RMNCH/HIV/PHC 
  • Experience with managing staff, especially community health workers.
  • Experience in on-site technical supervision using programmatic tools.
  • Experience in the implementation and management ofM&Esystems, involving capacity building for site-level staff, as well as monitoring and promotion of data quality and use of data for decision-making and quality improvement. 
  • Experience in data management, including data entry and extraction of reports, and in writing programme reports 
  • Demonstrated knowledge of/exposure to relevant policies and guidelines
  • Experience with mobile health (mHealth) applications strongly preferred.
  • Experience working within state and local health systems in Nigeria, with lay health care workers and peer educators preferred. Experience working with government, donors, and non-governmental organisations at state and local level
